Development of 14 Stockwell Park Crescent

I refer to my previous letter acknowledging your comments on this proposal.
The decision on the planning application is as follows:
Grant Permission
The following conditions for permission or reasons for refusal apply:
- The development to which this permission relates must be begun not later
than the expiration of five years from the date hereof.
(Reason: To comply with Section 91 of the Town and Country Planning Act 1990.) - Following the implementation of this consent, notwithstanding the provisions of the
Town and Country Planning (General Permitted Development)
Order 1995 (or any order revoking and re-enacting that order with or without modification) no
buildings, extensions or alterations permitted by Classes A, B, C, D and E of Part 1 of the Second Schedule of
the 1995 Order shall be carried out without the prior written permission of the Local Planning Authority.
(Reason: To safeguard the character and the amenities of the premises and adjoining properties.) - Notwithstanding the provisions of the Town and Country Planning (General Permitted Development)
Order 1995 (or any order revoking and re-enacting that order with or without modification)
no windows/dormer windows other than those expressly authorised by this permission, if any,
shall be constructed.
(Reason: To safeguard the amenities of neighbouring residential properties.) - No vehicles shall enter or leave the site otherwise than in a forward direction.
(Reason: To avoid hazard and obstruction being caused to users of the public highway.) - A sign reading "No Reversing Into Street" shall be erected in a prominent position
adjoining the exit before the use commences and retained thereafter for the duration of the use.
(Reason: To avoid hazard and obstruction being caused to users of the public highway.) - No part of any building(s) hereby permitted shall be occupied or used until the vehicle parking
and turning space herein approved has been provided wholly within the site to the satisfaction
of the Local Planning Authority, such space to be permanently maintained and used for no other purposes.
(Reason: To ensure a satisfactory form of development, maximum traffic efficiency and public safety, and minimum interference with traffic in the public highway..) - The development shall not be carried out otherwise than in strict accordance with the plans
herein approved without prior consent in writing of the Local Planning Authority.
(Reason: To ensure that the external appearance of the premises is satisfactory.) - Full details of the materials and planting to be used in the hard and soft landscaped areas
shall be submitted to and approved in writing by the Local Planning Authority, prior to commencement
of any site works, and the development shall be implemented in accordance with those approved details,
and such landscaped areas shall be permanently retained for the enjoyment of occupiers of the scheme.
(Reason: To ensure that the proposed landscaping areas are laid out in a satisfactory manner.) - All planting, seeding or turfing comprising in the approved scheme of landscaping, shall be carried out
in the first planting and seeding seasons following the occupation of the building(s) or thecompletion
of the development, whichever is the sooner. Any trees or plants which within a period of five years
from the completion of the development die, are removed or become seriously damaged or diseased,
shall be replaced in the next planting season with others of similar size and species, unless the Local
Planning Authority gives written consent to any variation.
(Reason: To ensure that the landscaped areas are laid out in accordance with the approved plans.) - The proposed building(s) shall be built to the ground levels and heights as shown on the
approved drawings or lower; if the indicated existing heights and levels of the neighbouring properties
should prove to be erroneous, then the heights of the proposed buildings shall be no higher than the
relative height difference(s) between the heights of the neighbouring properties and proposed building.
(Reason: In order to ensure that the proposed development is built to the heights relative to adjoining properties as shown on the approved drawings.) - No trees within the curtilage of the site (except
those shown on an approved plan or otherwise clearly indicated in the approved details as being removed) shall be felled,
topped or pruned; nor shall any roots be removed or pruned without the prior consent of the Council. All
reasonable precautions should be taken (including any detailed in other conditions) to protect the branch
structure and trunks of the trees to be retained and to protect the root system from damage during site works.
(Reason; In order to ensure the protection of the existing trees on site) - Protective hoardings comprising 2.4m high exterior
grade 20mm ply affixed to 3m 100mm x 100mm treated softwood posts (as shown in Figure 5 of BS
5837 (1991)) shall be erected at a distance of 6m from Trees T1, T3, T4, T5 & T6 and a distance to T4
in accordance with Appendix 1 of Tree Condition Survey and Arboricultural Impact Assessment by
ACS Consulting received 27/01/03. The hoardings shall be erected before any demolition, site
clearance, excavation or material delivery commences and shall remain in situ and maintained to the
satisfaction of the Local planning Authority until all works (with the exception of soft landscaping
works and the installation of hardstanding in proximity to T4 & T5) have been completed.
(Reason; In order to ensure the protection of existing trees on site). - Proposed tree surgery works to T3, as recommended
on page 5 of the Tree Condition Survey and Arboricultural Impact Assessment received 27/01/03,
shall be carried out before demolition and site clearance commences.
(Reason; In order to protect the existing trees on site. - All tree surgery works shall be in accordance with BS 3998 (1989)
Tree Work (with amendments) and by a tree surgeon company recognised and
approved by the Arboricultural Association.
(Reason;ln order to ensure the protection of existing trees on the site) - All materials for construction purposes shall be
stored outside of the tree protection areas, no fires or toxic substances shall be mixed within 10m of the
retained trees on site.
(Reason; In order to ensure the protection of existing trees on the site). - Before any part of the development commences, a
specification for the design and construction of the parking bays in close proximity to the
retained trees T4 & T5, shall be submitted to and approved in writing by the local planning authority.
Details of boundary wall treatment in proximity to retained trees shall also be submitted with
recommendations of work methods etc to avoid potential damage to trees. The development shall be implemented in
accordance with those approved details.
(Reason: In order to protect existing trees on site) - Before any site works commence, the site manager
shall contact the Planning Arboricultural Officer to arrange a site inspection to ensure that all
tree protection measures are in place. Thereafter, the Local Planning Authority shall be informed of any
variations in the agreed, specified works resulting from changing or unforeseen circumstances found during the
course of the development works (and not discovered at the initial site inspection).
(Reason; In order to ensure the protection of existing trees on the site). - No vents, extracts, plumbing or pipes, other than
rainwater pipes shall be fixed on the external face of the building, unless shown on the approved
drawings. New rainwater pipes shall be painted cast metal.
Reason - In order to safeguard the character and appearance of this part of the Conservation Area - Any new sash windows shall be of clear glass (unless
otherwise indicated) in vertical sliding sash frames within a recessed box frame. They must be of
painted soft wood with the sashes counterbalanced by weighted cords and pulleys. They must
match the design, mouldings and glazing bar pattern of any original windows that survive on the
same floor level.
Reason - In order to safeguard the character and appearance of this part of the Conservation Area - All window reveals on the external faces of the
development shall be set within 115mm (minimum) reveals from the face of the building.
Reason - In order to safeguard the character and appearance of this part of the Conservation Area - The cornice of each house fronting Stockwell Park
Crescent shall be in artificial stone to match 10 and 12 Stockwell Park Crescent, unless otherwise
agreed in writing by the local planning authority.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - The roofs of all houses hereby approved shall be
finished in natural slate.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - The window surrounds, cills and hoods of the houses
fronting Stockwell Park Crescent shall match those of the existing houses at 10 and 12 Stockwell
Park Crescent, unless otherwise agreed in writing by the local planning authority.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - The railings shall match traditional railings in
the street, details of proposed railings shall be submitted to, and approved in writing by, the local
planning authority before the development is begun, and the development shall be implemented in accordance with
those approved details.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Detailed full elevations of the lower ground floor
levels of both types of house hereby approved shall be submitted to and approved by the local
planning authority prior to the commencement of any work on the site, and the development
shall be implemented in accordance with those approved drawings.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - The principal external staircases to the street
shall be constructed of natural stone steps and copings, unless otherwise agreed in writing by the local
planning authority.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Arches to all windows of the development hereby
approved shall be curved and segmented, unless otherwise agreed in wirting by the local planning
authority.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Notwithstanding the approved drawings, the front
doors to the front houses facing the highway shall match those of 10 and
12 Stockwell Park
Crescent, unless otherwise agreed in writing by the local planning authority.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Notwithstanding the approved drawings, the soil
vent pipes shall run through the brick chimney stacks, and detailed drawings of such stacks shall
be submitted to, and approved in writing by, the local planning authority before any works on the site
are begun, and the development shall be implemented in accordance with those approved drawings.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - The brickwork to all houses shall be laid in
Flemish bond.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Chimney stacks and party wall upstands shall be
provided for the houses at the rear (Block B), with soil vent pipes running through them, detailed
drawings of such upstands and stacks shall be submitted to, and approved in writing by, the local planning authority before any works on the site are begun, and the development shall be implemented in
accordance with those approved details.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Details of the height of, and brick to be used,
for the boundary wall to the northern and eastern sides of the site, and the height and material of
the fencing separating the gardens of the houses, shall be submitted to, and approved in writing by,
the local planning authority before any works on the site are begun, and the development shall be
implemented in accordance with those approved details.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Detailed drawings of the refuse store shall be
submitted to, and approved in writing by, the local planning authority before any works on the site are
begun, and the development shall be implemented in accordance with those approved drawings.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Notwithstanding the above conditions, full
details, including samples, of all external finishes shall be submitted to, and approved in writing by, the
local planning authority before any works on the site are begun, and the development shall be implemented in
accordance with those approved details.
(Reason; In order to safeguard the character and appearance of this part of the Conservation Area). - Prior to first occupation of the development hereby
permitted, the existing access to the site shall be permanently closed with kerb and footway
re-instated, the 'Keep Clear' zig-zag lines and white lines across the existing access shall be removed, and the
residents' parking bays shall be extended, all at the applicant's expense, and the relocated lighting
column as shown on the approved drawings shall be done so also at the developer's expense, to the
satisfaction of the local planning authority.
(Reason - To ensure that the public highway is of a satisfactory standard and to protect the safety of pedestrians and motorists).
