Meeting held on Tuesday 8 April 2003 at 28 Stockwell Park Road

Present: Elizabeth Aves, Amanda Cornish, Simon Doff, Anthony Gladstone-Thompson (chairman), Janine Gladstone-Thompson, Caroline Hirst, Marie Maguire

Apologies for absence: Martin Kenyon, Gill and William Wayne

Newsletter: Copy being assembled, due with Liz by 20 April. Distribution during week commencing 5 May. Liz to research costs of printing 500 newsletters and 1000 cards with Festival details.

Stockwell Park Festival ? 20/22 June:

Noted that the Stockwell Festival, which covers the whole of Stockwell and not just the Stockwell Park conservation area, is scheduled for same weekend in order to share some publicity. Amanda attended a meeting at which it was agreed that the Stockwell Festival will publicise the concert and the Flower Festival in its colour brochure. We will distribute 500 copies of the brochure with the newsletter or the Festival events card. Also noted that the Lambeth Horticultural Society has expressed interest in the open gardens scheme.

Anthony to apply for music licence.

Canon Grant has agreed that the 10.0 am Sunday service will celebrate the Festival.

Barbeque: Considered that the organisation of the barbeque needs a new injection of spirit and enthusiasm. (Since the meeting Caroline has approached Ann Taggart who would be prepared to organise the event in advance but could not be present on the day.)

    Planning and Environment:

189/191 Clapham Road (Scotts former site): Unite, an organisation which builds facilities for students, is proposing build 41 flats and 28 studio rooms (total 274 beds), eight storeys high, the same height as the main building of Stockwell Park High School, and with only four parking spaces. This is in the Stockwell Conservation Area and will have a dramatic effect on surrounding properties, particularly those in Stockwell Park Road, Clapham Road and Stockwell Terrace. Helena Drysdale has been alerting residents to the proposals and is urging those affected to attend a Lambeth Planning Committee meeting on 27 May, details of which are available from Councillor Marcus Mayers, email: mmayers@lambeth.gov.uk.

Anthony will respond to the Council with comments of the Residents? Association, particularly noting that any building should be the same height and style as others in Clapham Road.

Street lighting: Simon has been investigating the question of street lighting and is in contact with Lambeth?s lighting engineer. Simon and Anthony are liaising with the Stockwell Partnership regarding Urban II funding, though the Partnership area does not include all the conservation area. The whole question of funding is proving to be difficult and more information and advice is needed on sources and how to access them. Simon also asked that the Waynes alert him to crime hotspots.

Conservation assessment: Noted that following the recent meeting with English Heritage, Edmund Bird, Conservation Officer at Lambeth Council, has advised that he is undertaking an assessment of this conservation area and that one proposal will be to transfer the Brixton Road properties currently in our area into the Brixton conservation area.

Lights at the rear of 50/62 Stockwell Park Crescent: In order to discourage drug dealing, very powerful sodium lights have been installed on the piece of waste ground at the rear of these Crescent properties. Whilst the reasons are appreciated, such powerful lights are seriously affecting these properties. It is not currently clear who has installed them. Anthony to investigate, possibly in tandem with Mark and Stephanie Fairchild.

Website: Sandra Williams has kindly agreed that she will liaise with Ian Sweeney to ensure that the SPRA minutes are posted on the website.

Christmas Party: Anthony to establish date ? Tuesday 9 December preferred. Now confirmed and Caroline has booked Dianne Golding for puppet show.

Neighbourhood Watch: Noted that it is not necessary to go to the police station to report car crimes such as smashed windows and that the following number can be used to report crimes by phone, requesting the telephone reporting unit: 8649 2462.

Date of next meeting: Tuesday 13 May at 7.30 pm at Caroline Hirst at 3 Stockwell Park Road.

Thank you Amanda for hosting this meeting.
