    "Dear Mr Dale,

    We are residents at 252 Clapham Road, immediately opposite this proposed development. We have heard from our neighbours that a new planning application has been submitted at the above with a deadline for receipt of comments of 23 August. We feel this looks like a deliberate ploy by the developer to slip the application through the system during August when many people are away. We would therefore ask you to extend the consultation period to allow a proper discussion of the proposals.

    We refer you to our previous letters on this matter dated 20/10/02 and 22/3/03. We have also corresponded with Sir Michael Bichard at the London Institute to try to persuade him to take a more proactive role in improving the quality of the application, without much success we have to say.

    While we have not had an opportunity to see the revised drawings, we understand they not not changed significantly apart from a reduction by 1 storey at the rear of the site and removal of the projecting shop fronts. It therefore would appear that our original objections remain. These are:

    • Over-development: the mass of the building exceeds that of surrounding buildings and the houses opposite.
    • Failure to respect the existing building line: The buildings in Clapham Road are mostly set well back from the street with gardens in front.
    • Design: It does not sound as if the quality of the design has improved much and we would urge you to refer the matter to CABE for an independent design review.

    This is a prominent and important site and we would urge you to ensure that only a building of real quality is allowed to proceed.
